- (FROM FRESNO POLICE FACEBOOK PAGE) At about 5:24 am, Fresno Police started receiving multiple calls for service from the 3900 block of North Manor (near West & Dakota). As the officers started to arrive, they located broken property and debris at several residences throughout the neighborhood. Officers located and attempted to contact an individual at 3954 N. Manor but he ran into the backyard and started yelling and breaking furniture as he screamed and yelled about the devil in his head. Officers did not initially attempt to contact the deranged male because of his bizarre behavior. As they were attempting to ascertain what was actually going on, they located another male in the front yard who was bleeding profusely due to the fact that he was missing a finger. It was at this point that the officers realized that there had been a disturbance at the location and at some point during the altercation, the suspect who was later identified as Scotty Blair of Fresno, had attacked the homeowner for no apparent reason. The officers moved the victim to a safe location and rendered basic first aid to his hand until EMS arrived. Next, they attempted to call Blair out of the yard but he was in no condition to communicate. Blair continued to yell and scream as he clawed at the wooden fence. When the officers approached Blair in the backyard, he surrendered peacefully to a Fresno Police K-9. The officers went into the residence to ensure no one else was injured; upon doing so they were able to locate the victim’s finger in a bedroom. They immediately retrieved it and turned it over to EMS personnel so they could transport the victim to the hospital. When the officers started to investigate the incident, they discovered the following: the suspect appeared to have ingested a near lethal dose of narcotics and subsequently became extremely violent as he went around the neighborhood kicking doors and breaking miscellaneous items. When he reached the address of 3954 N. Manor, he dove through the front window and attacked the home owner just as he was coming out of his bedroom. As the struggle began, the victim was able to get to his phone and call 911. The suspect then attacked the homeowner again and proceeded to bite off his finger as they fought throughout the house. Scotty Blair was arrested on scene and transported to CRMC for treatment of his injuries; he was arrested for residential burglary, mayhem, assault with a deadly weapon, and being under the influence of a controlled substance. At the time of this report, the victim is in stable condition at CRMC.

- At about 6:40pm, Fresno Fire responded to a two-alarm apartment fire at Diana & McKenzie. Upon arrival, it was discovered to be an arson, possibly related to a stabbing call that Fresno Police had previously responded to the night before. Police do have a suspect in custody, who came back to cover up evidence, and the Fire Department has several witnesses to the crime. The on-scene Battalion Chief for the FFD does not want fire crews to do a extensive “overhaul,” since the building is considered a crime scene. Ten people, including six children are now homeless.
