Dealing With The Homeless (Round #2)
My family and I have lived across from Roeding Park in Fresno, California since July 2014 near the northwest corner of the park. Ever since that day, we have had to deal with the homeless.
The homeless around here would have tents lining the streets...but now-days, the tents are gone (a new city rule?), and everyone now sleeps on sheets and blankets on the ground.
Most of the homeless from a year ago have moved on, but a few remain...and have attracted others.
Since moving in, there have been countless instances of criminal activity, such as: arson, vandalism, drug use, littering, assault\battery, public defecation, animal abuse, trespassing\loitering on private property (such as in flowerbeds), attempted burglary, possible possession of stolen items, dogs off leashes, etc. I have lost count of how many times I have had to call the police to come out. One time, I called them four times in 24 hours...and one other time, the police visited the area three times in 12 hours.
Not all the homeless that we have encountered are bad. There are at least three that I do have respect for, because they have respected the neighborhood, and have kept their area(s) clean, and have kept quiet...to themselves. But all three have since moved on. The last one, I even complimented him for keeping the area clean. The others DO NOT have any respect for the neighborhood, it's residents, or the laws of the city.
With the dogfight incident, it was at about 7:35pm on August 7, 2015. I was returning home with my mother, after meeting her at the bus stop after she arrived home from work. When we got onto our doorstep, we noticed 2-4 men running across the street, and jumping the 4ft. tall fence into Roeding Park, and were initially heard encouraging the dogs to keep fighting...a large Pit-Bull against a small black dog, both on leashes, tied up to the fence and a nearby tree along West Avenue. In order to get the dogs separated, three of them started punching and hitting the Pit-Bull. Once separated, the three pulled the Pit-Bull 5-10 feet away and continued to give the Pit-Bull a beat-down while the fourth man removed the smaller dog. At this time, another group of homeless 30-50ft. away started yelling at the men. The Pit-Bull was secured to another fence along Olive Avenue. I was still on my porch, calling the police, who came within 10-15 minutes, and stayed around until around 9:30pm. The Pit-Bull's owner was arrested, and I gather that the Pit-Bull was taken to the S.P.C.A.. An officer that I gave a witness statement to told me that both dog owners did receive wounds from at least one of the dogs. As of this morning (August 10, 2015), the Pit-Bull owner and the dog are back at the park. The owner usually wears a San Diego Chargers ball-cap.
The District Attorney's office here in Fresno County has a new unit specialized with prosecution of animal abusers.
We residents that rent\own homes or the business owners\employees\patrons have certain rights to the land that the home or business is on. The homeless do not have any land rights. Every 1-3 weeks, a city clean-up crew along with the Fresno Police Homeless Task Force come and clean-up the area. When the city truck leaves, it is usually loaded down with homeless "property." At this time, the H.T.F. offers Social Services to the homeless...but they deny the help because they will have to give up drugs and alcohol and\or their dogs. Some want to stay homeless to avoid having to pay rent and utility bills.
On two occasions, my family and I were homeless. Granted, in 2000-02 we lived in our van or stayed in a low-budget hotel (and stayed in the same hotel April-July 2014)...but we respected our surroundings, and sadly had to give up our pet cats, as we did not want to subject them to the harsh uncertainties of being on the streets. Back in 2000-02, we stayed in a Wal-Mart parking lot at night, and ran errands during the day...and used electrical outlets at Letterman Park to cook dinner.
If the homeless around my neighborhood would respect the residents\businesses and their property, I would have more respect for them...we have been sort-of in their shoes. The three I mentioned earlier, I do have respect for them.

"Unusually Warm With The Usual Craziness"
*REMINDER: Due to privacy concerns, I will only reveal names if it has been revealed in the public media.
> "Unusually Warm With The Usual Craziness"
It has been unusually warm lately (above average temperatures)...but the craziness in the Fresno area stays the same!
MARCH 29, 2015
- From KFSN ABC-30: Fresno Police were dispatched to a strange incident at the Wal-Mart at Herndon and Ingram. There was a report of a female attacking people with a taser, including a child. Officers found and took the subject into custody. Injuries were very minor, and no one needed medical assistance.
- At about 10:20pm, Fresno Police were called out to Fresno and Shaw for a report of a woman with a bicycle on the northeast corner, yelling at traffic.
- At about 10:58pm, Fresno Police were dispatched to the area of Kerckhoff and Ninth for a report of a subject "having relations" with himself.
APRIL 3, 2015
- At about 7:55am, Madera County Fire\CalFire responded to the area of Road 28 and Avenue 9 for a report of a large box in the road, on fire.
APRIL 8, 2015
- At about 6:58pm, Fresno Police and the California Highway Patrol (CHP) were advised of a traffic accident at Friant and Freeway 41. One of the accident victims was irate, and wearing some sort of body armor.
APRIL 12, 2015
- At about 11:50pm, the California Highway Patrol (CHP) dispatched officers to southbound Highway 99 south of Ashlan Avenue for a report of a male riding a bicycle on the shoulder of the highway.
APRIL 17, 2015
- At about 2:30pm, emergency crews were dispatched to the Peace Officer's Gun Range near Highway 99 and Herndon. There were work crews out there shoring up the dirt berms behind the targets that collect the spent bullets. A county worker on a front-loader tractor was traveling on a dirt road on top of the berm (not digging or disking), when a gas pipeline buried about 40in. (about 3-3.5ft. deep) exploded, severely injuring the tractor driver and some inmate work-crewmen. The driver and one (or two) crewmen have severe burns to a majority of their bodies. The incident sent flames up about 100ft. into the sky (with a smoke "header" that can be seen dozens of miles away), and caused major traffic backups on Highway 99 between Avenue 7 in Madera County all the way to Downtown Fresno, and on surrounding surface streets, including Herndon and Shaw Avenues for several hours, and caused a couple nearby schools to activate their emergency plans. Right now, there are several agencies investigating the incident (CPUC, PG&E, Fresno County, Sheriff's Department, etc.), and there has been blame going around. PG&E says that the pipeline was "visually" inspected earlier in the month, and last month, and passed. IMHO, I think the tractor traveled over the pipe (as Fresno County Sheriff Margaret Mims said in a live press conference Friday evening) on the road, and the weight of the tractor compacted the (hardpan?) ground underneath, and the pipeline gave-way. There may have also been some vibrations from a passing freight train, which was almost caught up in the explosion as well.
APRIL 18, 2015
- At about 5:08pm, Fresno Police were called to an unknown address in the Northeast Section of the city for a "check the welfare" of a male in a red pick-up truck (with the door open), growling at himself.
APRIL 21, 2015
- At about 1:08pm, Fresno Police were dispatched to the corner of Clinton and Weber for a report of a male who climbed halfway up a traffic signal pole, and is shaking it. Around that same time, there was a call of three males who climbed up a light pole at McKinley and Highway 99 to get to some electrical wires (copper wire theft).
- Sometime this afternoon, Fresno Police responded to the Fresno Chaffee Zoo. Zoo security had in custody a Merced man named Ramiro Hernandez. Mr. Hernandez apparently decided to enter the Orangutan enclosure to play with the monkeys! Mr. Hernandez is now at the Fresno County Jail on criminal trespass charges.
- Not one of the crazy items...but more of a dire warning. Between 4pm and 7pm, Fresno Police, Fresno Fire, and American Ambulance responded to an address in Northeast Fresno for a report of a male toddler who drank some rubbing alcohol, and would have died if emergency crews did not get there fast. PLEASE...I AM BEGGING YOU!!! Keep ALL chemicals (cleaner sprays, cleansers, scour pads, sponges, etc.) away from children. For cupboards, they make special u-shaped locks (and they're cheap) to put on the handles. The only thing that they should drink is water, juices, and milk. KUDOS to ALL of our first responders!
APRIL 25, 2015
- At about 9:05pm, Fresno Police received a call of a male without a shirt on near Cedar and Belmont\Plaza Drive, running around, hitting cars with his hands, etc. (running amok). The police were unable to locate the man. He was later seen near Cedar and Grant.

Dealing With The Homeless: Cast Of Characters
I have made up nicknames for some of the homeless, since for the most part I do not know their real names. (I apologize in advance, since a couple of the nicknames ARE offensive, but they do not have my respect):
"Bike-Shop Guy"
A homeless man that fixes bicycles and helps hand-build trailers for other homeless individuals.
"Bearded Guy and He-She"
Two individuals, a male Hispanic with salt & pepper hair and a full beard, and his partner, a Caucasian individual that I am unsure of the gender (may be a female). They are known for frequenting the area pushing shopping carts. He forces "her" to go out to beg for money, and holding "hungry for food" signs while he lounges. Lately, they were seen on bicycles with trailers. When last seen with carts, they had a couple dogs, frequently unleashed.
"Casanova"
A Caucasian male, named as such, because when I initially saw him, he was with a different female individual everyday. Has not been seen since October 2014.
"C.B.G." (Leonard Allen "King")
C.B.G. stands for "Crazy Black Guy." African-American male who has mental issues that makes him act weird. According to Police, his real name is Leonard Allen, but goes by the street name "King," and is\was on parole as a AB109. He has not been seen in the area since Fall 2014.
"Crazy Hairy"
A Hispanic female with a lot of hair. She acts like she has mental issues.
"Dark-Haired Mexican Lady"
A Hispanic female that has been in the area since March 2015. She frequently wears a San Francisco 49ers jacket, and has a medium-sized brown dog that she calls "Beautiful," that is frequently unleashed.
"Druggie"
An Asian male, who walks aimlessly around the neighborhood with a very large backpack on his back. One late afternoon, he was caught shooting up drugs in my bushes, and promptly chased out. He is known for looking into cars parked on the street, and carries on conversations with imaginary people.
"Ho #1"
A blonde-haired Caucasian female who frequents the area.
"Ho #2"
A white-haired Caucasian female who frequents the area. During a passing conversation one time, she claimed that she used to live in my house, and wishes to live in it again.
"Karate Kid...He Ain't"
A Hispanic male who frequently likes to twirl a rope like a gymnastic rhythmic ribbon, and also puts the rope into a tree to kick at it like a kickboxer.
"Pitchman"
A Caucasian male who looks like the 'well-dressed guy begging for you to send money to a child in a third-world country in the "Child First" commercials.' He owns a small brown dog, but mostly keeps it on a leash.
"Potty Loudmouth"
A tall Caucasian woman who dresses "slutty." The first time I "met" her is after a homeless male and I finished cleaning up after another homeless couple. I told him that I would come out the next day, and rake up any leftover litter...which I kept my word. The only problem is that I was accosted by her and her African-American friend, and promptly told me that I couldn't rake up my own strip of lawn. She has stayed in the vicinity of the park. Her friend is okay in my book. He relented that day, and had moved their stuff down the street away from my place, but she likes to have it her way or the highway, and has the mouth of a sailor. She owns a medium-sized white and brown dog, and another smaller dog has been seen in her possession lately. Both dogs are frequently unleashed.
"Preacher"
A Caucasian male with short brown hair going gray with a goatee and mustache) who is always running his mouth to someone, there or not, and always says "And I know..." or "And I am certain..." in his rambling conversations. I have not seen him since the end of 2014. He was staying at the Parkside Inn nearby, but frequented my area.
"Skinhead Trucker"
A slender Caucasian male who drives a white and yellow 70's\80's style Ford pickup (that has an alien head sticker as a hood ornament) with a young Caucasian male (his son?). I have seen him a few times "fly off the handle," and have seen his entire head go from the usual "peach" color to almost bright red. His partner looks to be a teenager, and seems to not go to school. One of the "Skinhead's" tantrums that I heard even focused on him questioning the boy's sexual orientation (LGBT). The man and boy own a medium-to-large sized dog, white\black\gray in color, and frequently keeps it unleashed. He even claimed that he was a lawyer to a Taco Bell employee.
"Stroller-Psycho" (Bonnie)
A Schizophrenic\Bi-Polar female who can be nice to you one minute, but not the next, and her tongue sounds like the devil. She is known for pushing around a baby stroller of her belongings. She is also known for setting up somewhere, and leaves a ton of garbage when she leaves. She is also known for carrying on conversations with imaginary people.
"The Fighting Couple"
An African-American couple that frequents the area. The couple argues frequently, and the smaller female is actually the aggressor, and the taller male tries to back off, but the couple stays together.
"Wheelchair Idiot"
An older male who is one-legged, and is in a wheelchair (but can stand and "hobble" around). He also owns a small brown Chihuahua-like dog (and once owned a bigger black dog...that has not been seen in a while). He also pulls a cart of his belongings, and tends to "drive" his chair backwards, even in the street in traffic. At the end of last year, he had access to a van (that pulled a partial van as a trailer), and thought he could just park it anywhere...including on private property. As of late-February 2015, the van has not been seen...but he is still in the area. His dogs are frequently unleashed.
"Zig-Zag"
A Hispanic female with short black hair, and mental issues. When she walks around, it is in a zig-zag pattern.
"Bike-Shop Guy"
A homeless man that fixes bicycles and helps hand-build trailers for other homeless individuals.
"Bearded Guy and He-She"
